Kindly be reminded that the suggested answer is for your reference only. It doesn’t matter whether you have the right or wrong answer. What really matters is your reasoning process and justifications.

My suggested answer is C. Name hosts and networks.

TCP_IP Model

The OSG/Sybex maps ARP to the Data Link layer in the ISO model.

ISO OSI Reference Model

The Network layer primarily deals with addressing and routing. Naming a host or network is a concern of the Application layer, e.g., NetBIOS or Domain name.

Addressing

A big network may comprise a couple of small networks; a small network is composed of a limited number of hosts. Networks and hosts need to be identified and numbered. To identify and number hosts and network, and give them a unique identification is called addressing.

Routing

All roads lead to Rome. One or more paths or routes can support communication between hosts on different networks. Routing is the decision to select one from all the viable paths for transmission.
